China tells India not to use Dalai Lama to undermine Beijing's interests

BEIJING, Apr 17:  China said that the recent visit of the Dalai Lama to Arunachal Pradesh has had a "negative impact" on China-India ties and New Delhi should not use the exiled Tibetan spiritual leader to "undermine" Beijing's interests.

"The Dalai Lama's visit to Arunachal Pradesh had a negative impact on India-China ties. India should observe commitment on Tibet-related issues and should not use the Dalai Lama to undermine China's interests," China's Foreign Ministry spokesman Lu Kang said on Monday.

He said it was only in this way that "we can create a good atmosphere for the settlement of the boundary question".

The Chinese spokesman's remarks came in response to India's Ministry of External Affairs statement on Friday that there was no change in New Delhi's position on Tibet being part of China. External Affairs Ministry spokesman Gopal Baglay has said India will continue to seek a fair and mutually acceptable solution to the vexed boundary issue. The Dalai Lama visited Arunachal Pradesh from April 4-11. (PTI)

 

 

 

GoI displeased with GST connectivity services

BOMDILA, Apr 17:  The Secretary (Revenue) GoI, Hasmukh Adhia has expressed dissatisfaction over the connectivity services being provided and the works being carried out for total connectivity in the state for implementation of Goods and Services Tax (GST).

Attending a meeting with the service providers on Sunday last to take stock of the connectivity status for GST implementation in the state, Adhia further expressed dissatisfaction over the lack of coordination amongst various departments.

Volunteering help from his department, Adhia directed the service providers to be more pro-active and walk the extra mile to achieve the GST objective. He assured to look into the issues and take up the matters at the highest forum for speedy redressal.

Chief Secretary, Shakuntala Gamlin expressing her displeasure at the pace of the work being carried out and at the poor connectivity services being provided, directed the service providers to be more practical in their approach in order to deliver the required services on time.

Earlier, Special Secretary IT, GoAP-cum-DC ICC, Prince Dhawan in a power-point presentation dealt on the current status of BSNL and that of other private players, status of USOF projects, district wise OFC status of BSNL in the state, status of NOFN, commitments of BSNL and Railtel, pace of work, endeavors of the state government to increase penetration, issues to be addressed and state proposals.

Commissioner (Tax & Excise), Marnya Ete, Superintendent of Police, P N Khrimey, Dirang ADC, D Riba, ADC in-charge Bomdila, S Khandu, officers from BSNL, Railtel, NIC and Tax & Excise also attended the meeting, among others. (DIPRO)

 

 

 

AAPSU seeks attention of VC to improve RGU

ITANAGAR, Apr 17: The members of the All Arunachal Pradesh Students' Union (AAPSU) on Monday called on Vice Chancellor of Rajiv Gandhi University (RGU) to review the educational scenario and apprised him of the aspirations of the students.

The Union submitted a ten-point memorandum to the Vice Chancellor and highlighted the necessary initiatives to be taken by the lone central university of the state. The AAPSU stated that RGU should take an exemplary role in infrastructure development and solve educational needs of the present generation.

The Union, taking serious note of the infrastructure development in the University pointed out that the University is continuously lagging behind in the overall development in comparison to other central universities in the country. The University should have proper road map and beautification of the campus should be initiated, such as installation of graphics, grass carpeting, street lamps, modern lighting system, dustbins, etc. The University authority should also have proper surveillance of construction work of permanent structures. It has been observed that many newly constructed buildings have begun development cracks and water leaking is a common phenomenon in the classrooms. The concerned authority should improvise on the quality of work, the AAPSU stated.

The Union also cautioned on the quality of university canteens. It informed that the main canteen is in a very dilapidated condition with poor infrastructure and the hygiene of the canteen is unkempt. The AAPSU appealed that the authority dismantle the present canteen and construct a new one with central university standards.

The AAPSU also appealed to continue to promote the concept of pan Arunachal identity and appreciated the Arunachal Panorama which is being organized in the university. It also opined that community-based activities should be minimized as they are not a healthy sign of social development in the state and opined that students should take leading role for changing the present environment.

The AAPSU also sought systematization of academic calendar and noted that the delay in the declaration of academic results is a grave psychological issue for students, which degrade classroom performance.

The Union in the memorandum sought beautification of the campus, installation of high mast light and lightning system in the campus, improvement of security and ban astray animals, construction of recreation center and eco-friendly rest areas.

Taking note of the road condition, the AAPSU also demanded that the state government renovate the road from Bage Tinali to University campus, claiming that the faculties and students are suffering.

 

 

 

 

Effa denies allegation as villagers' burn effigy demanding his ouster

ITANAGAR, Apr 17:   Alleging that Hydro Power Corporation Limited Chairman Tungri Effa attempted to siphon off an amount of Rs 2 crores against a retaining wall and approach road meant for Tigdo Middle School without implementing the work, the villagers and Yupia Youth Welfare Association (YYWA) staged a protest rally, demanding his ouster from the post of Chairman.

Leading the protest rally in front of the office of the DC and SP in Yupia, ASM Akin Tayum, YYWA President Gyamar Takar Bharat, villagers and organisation members garlanded the effigies of Effa with slippers before setting it on fire.

They alleged that Effa tried to furnish false and fabricated documents to show that the work was completed and the department concerned was about to sanction the money as well.

Bharat said that he was threatened by Effa of dire consequences after he had filed and RTI over the issue, while also alleging that Effa, along with seven others on April 2, entered his private residence at the wee hours and burnt his vehicle (a Mahindra Scorpio) and house.

An FIR in this regard has been lodged in the Doimukh Police Station but no action has been taken so far, informed Bharat.

The demands of the people included immediate arrest of Effa and re-tendering of the work.

The villagers have further threatened to take this matter to the national level if their demands are not looked into. Moreover, it was also informed that ASM Akin had already written to the Prime Minister's Office on April 5 and sought its intervention in the matter.

Meanwhile, Hydro Power Corporation Limited Chairman Tungri Effa denied the claims made by the YYWA and the ASM, and said that it was a baseless allegation and politically motivated with ulterior motives to tarnish his hard-earned image.  

In a statement, Effa clarified that the Detail Project Report (DPR) of mentioned projects were prepared by the Hydro Power Corporation Limited (HPCL) and not by the Hydro Power Department. "The Hydro Power Department has clarified that it has nothing to do with the mentioned projects" Effa claimed.

"Based on the photographs submitted by the contractors (villagers), I had written to the authority for LOC since 80 percent of the work has been completed. There is nothing wrong in seeking an LOC" he added.  Effa further went on to claim that neither LOC has been issued nor amount has been withdrawn, so there is no question of corruption.  

On allegations that the HPCL does not have civil engineers, he retorted that many projects both big and smalls are executed under corporations, and that the department has enough civil engineers. "How can they claim that our department has no civil engineers?" Effa questioned, while reiterating that there is no duplicity in the project.  Effa also denied his involvement in the alleged arson, whereas Bharat alleged that his vehicle was set ablaze by him on April 2 last.

 

 

 

 

BRO DG reviews progress of roads in border areas

ITANAGAR, Apr 17: Director General of Border Roads (DGBR) Lt Gen S K Shrivastava reviewed the progress of works on operationally critical roads in the area of responsibility of Project Arunank from April 12 to 14.

While inspecting the Kimin-Potin road, which is being upgraded to National Highway Double Lane (NHDL) specification, Shrivastava gave emphasis on maintaining highest quality of work as well as adherence to PDC of March, 2018 at all costs.

Shrivastava along with the Chief Engineer, Project Arunank visited Upper Subansiri region on April 13 and reviewed the progress of TCC-Taksing and TCC - Maza roads.

The BRO personnel informed the DG about difficult terrains, unpredictable weather conditions and constraints of local resources in the region that are posing great challenge to BRO in timely completion of the roads.

The DG took note of the major issues impeding the progress of the road work, like non-availability of construction materials, labourers, personnel issues etc, and assured to address these problems immediately.

On the last leg of his tour, the DG inspected Sarli - Lee - Huri Road. He met the personnel working on sites and complimented them for their dedication in working in extremely harsh conditions. He exhorted them to continue the good work, and ensure timely completion of the task with highest quality.

 

 

 

 

AAPPTF demands shifting of SMS factory, threatens stir

ITANAGAR, Apr 17: The All Arunachal Pradesh Public Transport Federation (AAPPTF), led by its president Dobing Sonam reiterated its demand to the state government, particularly the concerned authority to immediately shift the SMS Smelter Factory located at Lekhi village, Naharlagun to some other place.

Addressing a press conference at the Arunachal Press Club here today, Sonam claimed that the factory which runs 24/7 has been emitting harmful smoke for many years and is adversely affecting the health of the people living nearby, especially students.

Claiming that presence of factory in the area is posing serious health threat to the people living in the area, including students of various educational institutions, the Federation stated that as per latest inspection report, diseases like cancer, tuberculosis etc have risen to 45 percent in the areas, as the factory is believed to be emitting carbon dioxide, carbon monoxide and particulate pollutants containing heavy metals which are hazardous to any living being.

In this regard, the AAPPTF strongly called upon the state government to initiate immediate steps to shift the factory to some other location within this month, failing which, it threatened to resort to democratic movement.

"If the government fails to redress our demand within this month we will call for a mass meeting involving all denizens of the area and accordingly initiate steps against the government, including democratic movements," the AAPPTF president asserted.

Sonam also held the concerned authority of pollution control board responsible for the delay in shifting the factory and alleged that there could be nexus between the officers of the Pollution Control Board and the factory owners. Reportedly, at present the said factory is jointly owned by six people.  

 

 

 

 

Amanpreet wins JK Tyre Festival of Speed

DIRANG, Apr 17: Former Indian National Rally Champion Amanpreet Ahulawalia showcased his driving prowess as he dominated the three- day JK Tyre Arunachal Festival of Speed and was adjudged the winner.

The Noida-based veteran rallyist and his navigator Ajay Kumar were virtually unbeatable on each of the three days, winning eight out of the ten stages to pocket a major chunk of the total prize money of Rs 10 lakh.

On the third and final day too, he won the first three Special Stages before easing up on the last one. He finished all the stages, including the Super Special Stage on day one, in just over an hour to win with an impressive 27 second lead.

"It was an honour to compete against so many good drivers and good cars," said Amanpreet graciously.

"But as a driver I am more comfortable in the hills, especially where it's more about technique than speed, and I guess that's where I scored," he explained.

Amanpreet, who owns one of the largest rally car workshops in India, gave all the credit to his 1300cc turbo charged Gypsy.

"I worked on it for three months, and was managing to produce close to 150-odd bhp power that is pretty good for a Gypsy. I guess that was the only good and best part of my car - the engine," he said, flashing a triumphant smile.

Coorg's INRC regular K M Bopaiah went all out in his 1600cc Vento but still had to settle for the second place. He was barely two or three seconds off the leader in each of the stages, and even claimed the final stage, but the 28 second deficit in the first two days proved to be a bridge too far to cross.

He finished all the stages in an equally commendable 1 hour and 29 seconds.

"I gave it my all in the Special Stages. But I guess my car wasn't suited for some of the rough terrains and the uphill climbs," he said.

Delhi's Sandeep Sharma held on to his position to take the third place. In the Autocross for local talent, Babit Lyngdoh continued his good run to win the last two sprints on Monday to become the local hero.

Maninder, wife of Sandeep Sharma and the only lady driver in this category, slipped from her second place to finish fourth.

 

 

 

 

Arunachal has lot of scope for micro, small and medium enterprises: MoS Singh

BOMDILA, Apr 17:  Union Minister of State for Micro, Small and Medium Enterprises (MSME), Giriraj Singh said that Arunachal has rich potentialities and a lot of scope for micro, small and medium enterprises.

The Union Minister, who was on his maiden visit to the district, was addressing the weavers and HoDs of Dirang administrative unit, during a meeting held on Sunday last.

While interacting with the weavers, Singh further said that the state could be promoted as an Eco-Organic destination. Appreciating the beautifully hand woven handloom products that were on display, he urged the weavers to adopt modern technology to boost production and income as well.

'Using the solar operated power looms and the improved fly shuttle looms with jacquard machine will go a long way in increasing your products and generating income', he said.

Expressing his dismay over the inflated rate of cocoon procured from the neighboring state of Assam, he suggested for procuring the same from Tripura and to open a Cocoon Bank in the district.

Later, the Minister, accompanied by local Legislator-cum-Parliamentary Secretary H&FW, Phurpa Tsering, Chief Secretary, Shakuntala D Gamlin, Media Advisor to GoI, Anand Sharma, Special Secretary IT-cum-DC ICC, Prince Dhawan, SP, PN Khrimey, ADC Dirang and HoDs from Bomdila and Dirang visited Chug village.

Skill Development and Capacity Building Training under BADP

KOLORIANG, Apr 17: Koloriang DPO, Dr Joram Anu inaugurated a skill development and capacity building training programme under Border Area Development Programme (BADP) scheme for the unemployed youths of border blocks and flagged off a batch of trainees for undergoing training in various trades outside the district and state on Monday.

The programme was organized at the DC's conference hall, Koloriang and attended, among others, by representatives of Vocational Training Providers (VTP).The scheme is sponsored by the Ministry of Home Affairs, GoI and implemented by Planning Department, GoAP through the District Administration to upgrade the skills of youths living in international border blocks.

The youths selected will undergo their training in several places depending on the availability of training facilities.

Further, Damin ZPM Lokam Pabi inaugurated the skill development and capacity building training programme under BADP on tailoring and house wiring cum electrician, having 40 trainees in each trade at Community Hall, Damin on Monday. The ZPM encouraged the youths to participate in such events and get the optimum benefit out of it. Despite the challenges of mountainous terrain, the tailoring machines were carried to the respective blocks by the Manghi Welfare Society, led by Ngurang Tado, President of the Society.

Sarli ZPM, Pisa Yaha inaugurated the skill development and capacity building training programme under BADP on pickle making, plumbing, weaving clothes at Community Hall, Sarli. The ZPM exhorted the trainees to take full benefit of such training programmes and utilize the skill regularly.

Parsi Parlo ASM, Giogi Taniang also inaugurated a skill development and capacity building training programme under BADP on pickle making and embroidery as chief guest at Community Hall, Parsi parlo, where the ASM urged the government to continue conducting such trainings in remote places for the betterment of the poor and unemployed youths of the villages. Farmers urged to avail central-sponsored agri schemes

RUKSIN, Apr 17: Farmers and villagers were made aware of various centrally sponsored schemes on agriculture and allied sectors during an interaction and awareness meeting at Ruksin village on Monday.

Detailed discussions were held on the Pradhan Mantri Krishi Sinchayee Yojana (irrigation schemes), Pradhan Mantri Fasal Bima Yojana and other schemes for agriculture and allied activities formulated by the central government.

Addressing the meeting, state BJP Kisan Morcha General Secretary Sange Tsering Thungon said the BJP-led central government was putting special attention towards economic development of North eastern states through agriculture and allied activities.

Informing that the government was going to implement agriculture schemes in Namsai, East Siang and Lower Subansiri districts on priority, he urged the farmers to avail the benefits of those schemes.

He explained the importance and benefits of Prime Minister Ujala Yojana (LPG connection), Soil Health Card and Crop Insurance schemes meant for the farmers.

Stating that agriculture is the economic backbone of the state, Thungon suggested the farmers to prepare need based schemes and submit it to the Agriculture Department.

According to Thungon, Gross Domestic Product of India crossed annual average of earlier 100 years during 2016. He informed that Gross Domestic Product rose to 1.3 trillion from earlier 1.29, out of which more than 15 percent contribution came from the farmers.

While speaking about Bharat Interface Money (BHIM), a software application (app) designed to facilitate payment transactions using Unified Payment Interface (UPI), he urged the people to use the app to get facility of direct bank-to-bank payment and immediate collection of money through use of mobile phones.

State BJP Kisan Morcha President Dunggoli Libang lamented that many schemes in the state were not properly implemented due to political interference and encouraged the farmers to demand for their rights.

Among others, National Agriculture Board member Ojin Aje, East Siang BJP president Tamat Jonnom, senior BJP leader Tamat Gamoh, besides PRI leaders, progressive farmers and woman SHG members spoke on the occasion.

The meeting was organized by State BJP Kisan Morcha wing.

 

 

 

 

School boy dies in Midpu

DOIMUKH, Apr 17: Nabam Abo, a 17 year old school boy drowned in Midpu River on April 17.

The class X student was the son of Nabam Ishor of Khola camp, Doimukh.

His body was recovered at around 3.30 PM after the NDRF, Doimukh Police and NEEPCO officials were put into service. The body was later handed over to the family after following the mandatory procedures by the Police and Medical staff.

 Chief Minister Pema Khandu has expressed deep sorrow over the premature and sudden demise of a young school boy. He conveyed solidarity with the bereaved family members and prayed to the almighty to give them enough strength to bear this irreparable loss. He further announced immediate ex-gratia relief of Rs 4 lakhs to the next of kin of the deceased from the Chief Minister's Relief Fund.  

He also directed DC Yupia to immediately send a report on the entire incident.

 

 

 

 

VKAJ organizes personality development camp

ROING, Apr 17: The Vivekananda Kendra Arun Jyoti (VKAJ) branch of Roing organized a five days personality development camp for students from April 10 to 15 at VKV campus, Roing.  

VKAJ Nagar Sanchalak, Yashik Pertin informed that the camp was organized to give the future generation a positive direction and to inculcate patriotism, cultural value, self discipline and the attitude of social service through various sessions on lectures delivered by the resource persons.

Ashok Atale and Ashutos Vagde, VKAJ resource persons imparted training on subject like self confidence building, memory development, yoga, games and sports, group discussion etc to 54 participants that participated in the camp.

The camp was introduced by Jatan Pulu, VKV APT trustee member, who also briefed on the importance of building personality through education and urged the participants to set an example for others to follow.

Taba Tatup, Vyavastha Pramukh of Vivekananda Kendra Arunachal Prant, in his speech emphasized on continuous learning and exhorted the participants to practice at least one or two activities that were taught in the five days camp to improve oneself and for the development of the nation. The programme was organized by Yashik Pertin Nagar Sanchalak VKAJ Roing and Sumila Linggi, Nagar Pramukh VKAJ Roing.

 

 

 

RGU to organize a collaborative national seminar

ITANAGAR, Apr 17: A three-day national seminar on Archaeology, History, Art, Museums and Folklores of the North-East India is being organized by Rajiv Gandhi University in collaboration with the Indian Archaeological Society and National Museum Institute, New Delhi from April 20 at the university.

Many eminent scholars, academicians, planners, scientists and administrators from different universities, institutions and organizations from across the country and government officers from the state of Arunachal have confirmed their participation in the seminar.

The inaugural session of the seminar will be chaired by Chairman of Indian Archaeological Society Dr K N Dikshit.

The seminar is expected to be inaugurated by Chief Minister Pema Khandu.

 

 

 

AUS students meet on stipend issue

NAMSAI, Apr 17: The students of the Arunachal University of Studies (AUS), Namsai conducted a meeting on April 16 at Namsai PWD Circuit House regarding the non-issuance of stipend with members of other student unions to bring a rational solution to the issue.

The student representatives of AUS laid down their problems before the gathered teams of the District Students Union executive members, led by President Chow Sengkhun Manchey and the All Tai Khampti Singpho Students Union members, led by General Secretary Chow Khamoon Manpoong.

Student representatives of the AUS placed the file holding the names of applicants who had applied for stipend under the programme of the Arunachal Pradesh Directorate of Higher and Technical Education, and alleged that the displayed list by the university was "corrupted and unorganised data due to lack of transparency". After deliberations, members of the two unions assured to extend their full support to the needy students, informed the representatives of the AUS.

 

 

 

Awareness prog for women held

ITANAGAR, Apr 17: Awareness on issues like domestic violence, women and child rights etc was created among women residents of various colonies of Itanagar like, Raj Bhawan Colony, near Ayurvedic garden, 6 Kilo during an Arunachal Nari-Bal Kalyan Sanstha (ANBKS) organized day-long legal awareness programme on Monday.

Speaking during the programme, ANBKS president, Opet Tatak Uli highlighted the need for conducting similar awareness programmes at various colonies to create awareness among people about the free legal services offered by the State Legal Services Authorities.

Advocates Deepa Yoka, Bisso Lego, Joya Doji and Toko Yari attended the programme as resource persons.

 

 

 

Gaon Buri dies

TORU, Apr 17: Gaon Buri (GB) of Kheel village under Toru circle, Teli Mesap breathed her last on April 13 after prolonged illness.

She was serving as GB for a long time and was very active and known for her diligence in her duties. She is survived by three sons and two daughters.  She was the wife of Lt Teli Takhe. (DIPRO)

 

 

 

Indian Army undertakes development projects in Siang Valley

YINGKIONG, Apr 17: The 3 Mahar Regiment of the Indian Army under Siang Brigade distributed furniture, office equipment and computer sets to Government School Mariyang in Upper Siang district to facilitate quality education to the students at remote areas.

The items were distributed in a small function organized at Government School, Damro recently in presence of Mariyang ADC Ranpok Perme.

A small seminar on "Know your Army" was also organized to create awareness among the students about the Indian Army as well as inspire them to join the army.

In another project, the army constructed two toilet blocks at Janbo village in Upper Siang district for use of both village people and travellers. The Indian Army also constructed a waiting shed at Gelling village, which is the last Indian village in Siang River Valley. (DIPRO)

 

 

Hangpan Dada Memorial Trophy begins in Kra-Daadi

PALIN, Apr 17: The district level football and volleyball tournaments for Hangpan Dada Memorial Trophy for Kra-Daadi district were kicked off at general ground on April 15.

The tournament started off with women's football match between Tali and Palin block, which was won by Palin.

Tali and Palin were again pitted with each other in men's football and Palin won the match.

Tarak Lengdi and Chambang block won their respective women's and men's volleyball matches played on the day.

Earlier, Kra Daadi DDSE Biri Son, who kicked off the tournament, advised the players to maintain the true spirit of sportsmanship throughout the tournament. (DIPRO)

Forest fire is  threat to humanity

The arrest of two persons allegedly for setting fire to reserve forest at Hollongi is a good step. The forest officials during a patrolling allegedly caught two persons red-handed while they were setting fire to forest under Drupang forest reserve. Duo was handed over to police and a case has been reportedly lodged against them. Forest fire has emerged as the biggest enemy to the effort of green Arunachal. Every year large number of forest cover is destroyed because of it. As per the survey conducted by Forest Survey of India and ISRO’s National Remote Sensing Centre (NRSC) majority of forest fire takes place during March and April month.

Of all the months in the last 7 years (2010 to 2016), March alone accounted for 57% of all the forest fires followed by April (29%). February & May together accounted for about 13% of all the fires while all the other months put together contributed to about 1% of all the fires. In Arunachal too maximum number of forest fire takes place from February to April. Hills around capital complex are the worst affected. But unfortunately forest department has been found wanting on several occasions. Also it should be noted that north-eastern states are in the list of top 10 states that accounted for the highest number of forest fires between 2010 and 2016. Forest fires are repeatedly cited as majorly contributing to the depletion of India’s forests which function as invaluable carbon sinks. Additionally, forest fires release high emissions of carbon and aerosols into the atmosphere. Therefore it is duty of every citizen to remain vigil and stop forest fire. Hope forest department will take more stringent action against those who intentionally cause fire forest.

Scholarship dilemma

Dear Editor,

Through your esteemed daily, I would like to highlight that months and months have passed and we're yet to receive the scholarship. The first and the second installment for stipend have already been received and the point is that those who applied for scholarship did not receive stipend.

A friend of Arunachal studying in Rajasthan informed that his scholarship was already awarded to him a month ago or before that.

Sources tell that the scholarship amounts for students have already been delivered to directorate of higher and technical education, Arunachal Pradesh but it is not being disbursed.

The colleges in Arunachal are gearing up for the Semester Examinations and the colleges are presumably closed meaning that the release of scholarship will be further delayed.

Many of the students have now decided that they are never going to fill up any scholarship form again.

Unemployment is the main reason for India's colossal food wastage. According to Global Hunger Index 2016, 15 per cent of India’s populations are undernourished from lack of food and 194.6 million people go hungry everyday in India. Now, comes the irony. Another recent report says that the value of food lost in India is nearly two-thirds of what it costs the government to feed 600 million poor Indians. Why do our brothers and sisters starve in the midst of food wastage? The answer is simple. Many Indians are too poor to buy even minimum food. So, employment should be generated to create a bridge between excess food and hungry mouths. It will be like putting the cart before the horse if we just superficially target individuals to stop food wastage.

Know your Smart City

Dear Editor,

Most of us have read about the world history of different civilizations, but never have come across the attainment of great pinnacle of human civilization, building a “smart city”. Even in this 21st century, it is doubtful to assert to build the “real smart city” elsewhere in Europe and the West, despite of having in them. The process of human civilization we experienced is not an overnight task for an individual or a community or a state or a country, to attain in such ‘A’ plus level of human consciousness. Civilization is as such that moves parallel to the evolution of all living things. Therefore, there need a behavioral changes. The stages of behavior change are as follows: First, Pre-contemplation (unaware of the problem)- as comparing to Pasighat context, roughly 95% people are in this stage, they are the common people. Secondly, Contemplation (Aware of the problem and of desired behavior change)- 5% are aware of the situation but without definite vision, they are the greedy rich people. Thirdly, Preparation (Intends to take action)- of these 2.5% may fall in this stage, they comprises a few learned people. Fourthly, Action (Practices the desired behavior)-2% people are at this stage, here includes like scientists, philosophers, thinkers, rational activists. Fifthly, Maintenance (Work to sustain the behavior change)-0.5% may remain in this stage, at this stage only a few honest intelligentsia.

The aforesaid civilization process is also called community development process. In a community, people identify the problems or issues. They decide what to do about it, and then identify the reasons they need. They have to work together, then they learn together and develop their skills. People see the benefits of their efforts and they evaluate the results of their work together. Now, there may be different definitions of smart city by different experts with time. As of now, “a city that fulfills the following six characteristics is called smart city namely, smart people, smart living, smart governance, smart economy, smart mobility and smart environment”. Here, smart people means become highly educated, intelligent, consciousness is high, have skills, rationally fast thinking, have innovative mind and creativity, act swiftly. Smart living means sound health and mind with comfortable accommodation, produce healthy crops and vegetables, consume healthy foods and water, work with core and have work culture. Smart governance means the system govern by means of e-governance, have accountability, transparent, corruption free, elect/select leaders of honest, visionary, selfless, working from core. Smart economy means fast growth of income and foods for the people, every citizen have standard of living, gap between rich and poor is narrowed to one inch. Smart mobility means having fast and easy means of transport and communication i.e. space, air, surface and water. Smart environment means we have firstly, internal environment like individual, family, community remain in peace, in conducive atmosphere, no conflict internally and secondly, external environment means eco-friendly, no pollution, no destruction to forest, river, land, and conserve and preserve animals and birds including all living creatures.
