BOMDILA, Apr 17: The Secretary (Revenue) GoI, Hasmukh Adhia has expressed dissatisfaction over the connectivity services being provided and the works being carried out for total connectivity in the state for implementation of Goods and Services Tax (GST).

ITANAGAR, Apr 17: The members of the All Arunachal Pradesh Students' Union (AAPSU) on Monday called on Vice Chancellor of Rajiv Gandhi University (RGU) to review the educational scenario and apprised him of the aspirations of the students.

The Union, taking serious note of the infrastructure development in the University pointed out that the University is continuously lagging behind in the overall development in comparison to other central universities in the country. The University should have proper road map and beautification of the campus should be initiated, such as installation of graphics, grass carpeting, street lamps, modern lighting system, dustbins, etc. The University authority should also have proper surveillance of construction work of permanent structures. It has been observed that many newly constructed buildings have begun development cracks and water leaking is a common phenomenon in the classrooms. The concerned authority should improvise on the quality of work, the AAPSU stated.
The Union also cautioned on the quality of university canteens. It informed that the main canteen is in a very dilapidated condition with poor infrastructure and the hygiene of the canteen is unkempt. The AAPSU appealed that the authority dismantle the present canteen and construct a new one with central university standards.

Effa denies allegation as villagers' burn effigy demanding his ouster

ITANAGAR, Apr 17: Alleging that Hydro Power Corporation Limited Chairman Tungri Effa attempted to siphon off an amount of Rs 2 crores against a retaining wall and approach road meant for Tigdo Middle School without implementing the work, the villagers and Yupia Youth Welfare Association (YYWA) staged a protest rally, demanding his ouster from the post of Chairman.
Leading the protest rally in front of the office of the DC and SP in Yupia, ASM Akin Tayum, YYWA President Gyamar Takar Bharat, villagers and organisation members garlanded the effigies of Effa with slippers before setting it on fire.
They alleged that Effa tried to furnish false and fabricated documents to show that the work was completed and the department concerned was about to sanction the money as well.
Bharat said that he was threatened by Effa of dire consequences after he had filed and RTI over the issue, while also alleging that Effa, along with seven others on April 2, entered his private residence at the wee hours and burnt his vehicle (a Mahindra Scorpio) and house.
An FIR in this regard has been lodged in the Doimukh Police Station but no action has been taken so far, informed Bharat.

In a statement, Effa clarified that the Detail Project Report (DPR) of mentioned projects were prepared by the Hydro Power Corporation Limited (HPCL) and not by the Hydro Power Department. "The Hydro Power Department has clarified that it has nothing to do with the mentioned projects" Effa claimed.
"Based on the photographs submitted by the contractors (villagers), I had written to the authority for LOC since 80 percent of the work has been completed. There is nothing wrong in seeking an LOC" he added. Effa further went on to claim that neither LOC has been issued nor amount has been withdrawn, so there is no question of corruption.
On allegations that the HPCL does not have civil engineers, he retorted that many projects both big and smalls are executed under corporations, and that the department has enough civil engineers. "How can they claim that our department has no civil engineers?" Effa questioned, while reiterating that there is no duplicity in the project. Effa also denied his involvement in the alleged arson, whereas Bharat alleged that his vehicle was set ablaze by him on April 2 last.

AAPPTF demands shifting of SMS factory, threatens stir

ITANAGAR, Apr 17: The All Arunachal Pradesh Public Transport Federation (AAPPTF), led by its president Dobing Sonam reiterated its demand to the state government, particularly the concerned authority to immediately shift the SMS Smelter Factory located at Lekhi village, Naharlagun to some other place.
Addressing a press conference at the Arunachal Press Club here today, Sonam claimed that the factory which runs 24/7 has been emitting harmful smoke for many years and is adversely affecting the health of the people living nearby, especially students.
Claiming that presence of factory in the area is posing serious health threat to the people living in the area, including students of various educational institutions, the Federation stated that as per latest inspection report, diseases like cancer, tuberculosis etc have risen to 45 percent in the areas, as the factory is believed to be emitting carbon dioxide, carbon monoxide and particulate pollutants containing heavy metals which are hazardous to any living being.
In this regard, the AAPPTF strongly called upon the state government to initiate immediate steps to shift the factory to some other location within this month, failing which, it threatened to resort to democratic movement.
"If the government fails to redress our demand within this month we will call for a mass meeting involving all denizens of the area and accordingly initiate steps against the government, including democratic movements," the AAPPTF president asserted.

Skill Development and Capacity Building Training under BADP
KOLORIANG, Apr 17: Koloriang DPO, Dr Joram Anu inaugurated a skill development and capacity building training programme under Border Area Development Programme (BADP) scheme for the unemployed youths of border blocks and flagged off a batch of trainees for undergoing training in various trades outside the district and state on Monday.
The programme was organized at the DC's conference hall, Koloriang and attended, among others, by representatives of Vocational Training Providers (VTP).The scheme is sponsored by the Ministry of Home Affairs, GoI and implemented by Planning Department, GoAP through the District Administration to upgrade the skills of youths living in international border blocks.
The youths selected will undergo their training in several places depending on the availability of training facilities.
Further, Damin ZPM Lokam Pabi inaugurated the skill development and capacity building training programme under BADP on tailoring and house wiring cum electrician, having 40 trainees in each trade at Community Hall, Damin on Monday. The ZPM encouraged the youths to participate in such events and get the optimum benefit out of it. Despite the challenges of mountainous terrain, the tailoring machines were carried to the respective blocks by the Manghi Welfare Society, led by Ngurang Tado, President of the Society.
Sarli ZPM, Pisa Yaha inaugurated the skill development and capacity building training programme under BADP on pickle making, plumbing, weaving clothes at Community Hall, Sarli. The ZPM exhorted the trainees to take full benefit of such training programmes and utilize the skill regularly.
Parsi Parlo ASM, Giogi Taniang also inaugurated a skill development and capacity building training programme under BADP on pickle making and embroidery as chief guest at Community Hall, Parsi parlo, where the ASM urged the government to continue conducting such trainings in remote places for the betterment of the poor and unemployed youths of the villages. Farmers urged to avail central-

RUKSIN, Apr 17: Farmers and villagers were made aware of various centrally sponsored schemes on agriculture and allied sectors during an interaction and awareness meeting at Ruksin village on Monday.
Detailed discussions were held on the Pradhan Mantri Krishi Sinchayee Yojana (irrigation schemes), Pradhan Mantri Fasal Bima Yojana and other schemes for agriculture and allied activities formulated by the central government.

School boy dies in Midpu
DOIMUKH, Apr 17: Nabam Abo, a 17 year old school boy drowned in Midpu River on April 17.
The class X student was the son of Nabam Ishor of Khola camp, Doimukh.
His body was recovered at around 3.30 PM after the NDRF, Doimukh Police and NEEPCO officials were put into service. The body was later handed over to the family after following the mandatory procedures by the Police and Medical staff.

ROING, Apr 17: The Vivekananda Kendra Arun Jyoti (VKAJ) branch of Roing organized a five days personality development camp for students from April 10 to 15 at VKV campus, Roing.
VKAJ Nagar Sanchalak, Yashik Pertin informed that the camp was organized to give the future generation a positive direction and to inculcate patriotism, cultural value, self discipline and the attitude of social service through various sessions on lectures delivered by the resource persons.

Indian Army undertakes development projects in Siang Valley
YINGKIONG, Apr 17: The 3 Mahar Regiment of the Indian Army under Siang Brigade distributed furniture, office equipment and computer sets to Government School Mariyang in Upper Siang district to facilitate quality education to the students at remote areas.
The items were distributed in a small function organized at Government School, Damro recently in presence of Mariyang ADC Ranpok Perme.
A small seminar on "Know your Army" was also organized to create awareness among the students about the Indian Army as well as inspire them to join the army.
In another project, the army constructed two toilet blocks at Janbo village in Upper Siang district for use of both village people and travellers. The Indian Army also constructed a waiting shed at Gelling village, which is the last Indian village in Siang River Valley. (DIPRO)

Scholarship dilemma
Dear Editor,
Through your esteemed daily, I would like to highlight that months and months have passed and we're yet to receive the scholarship. The first and the second installment for stipend have already been received and the point is that those who applied for scholarship did not receive stipend.
A friend of Arunachal studying in Rajasthan informed that his scholarship was already awarded to him a month ago or before that.
Sources tell that the scholarship amounts for students have already been delivered to directorate of higher and technical education, Arunachal Pradesh but it is not being disbursed.
The colleges in Arunachal are gearing up for the Semester Examinations and the colleges are presumably closed meaning that the release of scholarship will be further delayed.
Many of the students have now decided that they are never going to fill up any scholarship form again.
